WV Gov Candidate Runs on Anti-Fraud Msg

Democratic gubernatorial candidate Lloyd Jackson was one of the first people in line Monday when the Secretary of State's office began accepting filings for this year's election. Jackson, a former Senate education chairman, also announced his plan to curtail the rising cost of auto and homeowners insurance. A Libertarian, Dr. Simon McClure of Bridgeport, also filed to run for governor in the opening minutes of the official 2004 campaign season. The filing period will last until Jan. 31. Jackson's insurance proposal focuses on regulating rates and bargaining with insurers, and cracking down on fraud and uninsured drivers.
