Drunk Driving and Liquor Liability

In 1999, 15,794 people who had some measure of alcohol in their blood (at or below the legal limit) were killed in motor vehicle crashes. Alcohol was present in the blood of 38.4 percent of people who died in crashes in 1998, the lowest level since record-keeping began in 1975. The campaign to deter drunk driving is moving on two fronts. On the federal level, President Clinton has signed a bill reauthorizing highway funding that includes incentives for states to lower the blood alcohol level defining drunk driving to 0.08 from 0.10. In the states, legislation is being passed to lower the legal blood alcohol level and to strengthen penalties for drunk driving. The federal government is stepping up the pressure on the 30 states that have not lowered their legal definition of drunk driving to a 0.08 percent BAC by proposing to withhold a portion of future highway aid to non-complying states.
